The City of Muncie commissioned US Architects and Rundell Ernstberger Associates to generate a Master Plan with the purpose of providing the community with a new and revitalized recreational facility able to be enjoyed by families around the area. Project requirements included concerns for public and employee safety, possibilities for expansion, accessibility to people all ages, and to provide the city with a low maintenance facility designed for longevity (all on a strict budget).
